A COUNTRY WITH A BIG HEAD START FOR ACCA

Cambodia is a country that had a big head start, because most of the things the ACCA Program is promoting were already happening in a big way in many Cambodian cities: the community savings, the surveys, the networks, the land-searches, the small upgrading projects, the big housing projects, the partnership with government, the negotiations for land, the city-wide focus, the city development funds. Because the soil in almost 20 cities has already been well-fertilised by all these activities over the past ten years, the groups in Cambodia have been able to take up the new opportunities the ACCA Program offers and zoom ahead with them. All the ACCA projects in Cambodia are being implemented as a joint venture by the two key partners in all this earlier work - the national Community Savings Network of Cambodia (CSNC) and the Urban Poor Development Fund (UPDF). UPDATE: The UPDF has now amalgamated with the CDF and while still working in Phnom Penh, will also help CDF nationally in all 24 provinces where CDF is active.

2009 THE UPDF IN CAMBODIA: SUPPORTING LOCAL AND CITYWIDE DEVELOPMENT.
Acaddemic paper from IIED's Journal of Environment and Urbanisation. Urban Poor Development Fund (UPDF) was established in 1998 to provide support to a growing number of community-based savings groups. By April 2008, 122 communities in Phnom Penh and 44 communities in 11 other cities had received support – more than 22,000 households in total.

Shaping Their Own Future: the UPDF Cambodia

The Urban Poor Development Fund (UPDF) was created in 1998 to provide an effective and fairer alternative to the widespread evictions and social confrontations occurring at that time in Phnom Penh, Cambodia. For some 5 years prior to this, the Asian Coalition for Housing Rights (ACHR) had been working on setting up more than 250 savings groups in poor communities in the city and helping to form a city-wide network which could effectively negotiate and work in partnership with the Municipality of Phnom Penh. By 1998 it became clear that if such a partnership was going to benefit the urban poor on a large scale and in the long term, it would need to be able to draw on a new flexible source of finance for poor communities and households.
This video explains the origins, achievements and impacts of the community based savings groups and community development fund approach to poverty alleviation in one of the poorest countries in Asia. It also presents a strong case for applying this community led approach to resolving the burgeoning problems of poverty and homelessness in other Cambodian cities and towns.
